In 1985, Bell kidnapped and murdered at least two girls in South Carolina. The victims were 17-year-old Shari Smith and 9-year-old Debra Mac Helmick. After the kidnappings, Bell tormented the families through disturbing phone calls, adding to the horror of the situation.
